The selected candidate will report directly to the Natural Resources Director and must be able to pursue contracts and generate income to support and help expand the current natural resources program. They will prepare and assemble cost and technical proposals, manage projects, manage budgets, and help draft and review invoices with the accounting department. They will need to be a team player working with other senior staff in carrying out project tasks. They must have complete understanding of environmental compliance regulations and interpretations for numerous agencies in order to consult with clients and act as a mid-level staff member. The job requires that numerous projects are managed at once and workloads delegated efficiently. This is a mid-career position with a small but healthy growing firm with potential for professional growth. The ideal candidate will be comfortable working with limited supervision. Performance criteria will be established as a condition of employment. Existing, regionally relevant client contacts are a plus, and direct experience with NEPA planning and compliance is a hiring requirement.

Required Education and Experience

• Bachelor’s degree minimum in Environmental Science, Natural Resources Planning, Biology, Forestry, or related field required. At least 3 years of National Environmental Policy Act (NEPA) planning and environmental regulatory compliance professional experience is required.

Preferred Education and Experience

• Advanced degree in a natural resource field is preferred and at least 5 or more years of professional experience is ideal.
• Specialized degrees in wildlife biology, botany, or environmental engineering are preferred.
• Preferred candidates will have USFWS permits to conduct surveys for Mexican spotted owl, southwestern willow flycatcher, Mohave desert tortoise, narrow-headed gartersnake, northern Mexican gartersnake, western yellow-billed cuckoo, Chiricahua leopard frog, or other federally-listed species.

Responsibilities

• Manage individual projects and effectively coordinate with clients and staff
• Oversee aspects of project initiation, fieldwork, reporting, budgeting, invoicing and permitting
• Oversee field crews during biological surveys, monitoring, or other types of natural resources fieldwork
• Manage marketing efforts for the natural resources division
• Seek out and respond to proposal opportunities and allocate staff and company resources
• Assist other senior management staff with business development and marketing efforts
• Mentor and supervise junior staff as well as perform all aspects of field research, data collection, inventory, analyses, and report production
• Help clients and agencies navigate the complex regulatory compliance processes of NEPA, Clean Water Act (CWA), Endangered Species Act (ESA), and other federal, state, and local environmental regulations
• Review and compile environmental data pertinent to project requirements
• Direct federally-listed species surveys, mitigation, and monitoring
• Produce professional, high quality technical compliance reporting
• Manage relationships and coordinate with federal agencies including but not limited to the U.S. Forest Service (USFS), U.S. Fish and Wildlife Service (USFWS), National Park Service (NPS), Bureau of Land Management (BLM), Bureau of Reclamation (BOR), Bureau of Indian Affairs (BIA), U.S. Army Corps of Engineers (USACE), and Federal Emergency Management Agency (FEMA)
• Coordinate with the Cultural Resources and Geospatial/GIS Division Directors
• Facilitate the company’s public involvement program and conduct public involvement services
• Support Phase I Environmental Site Assessment projects
• Support CWA Section 404 compliance projects
• Prepare NEPA documents, Biological Assessments, Biological Evaluations, Plans of Development/Operation, Monitoring Plans and Reports, Jurisdictional Determinations, ESA Compliance Memos, and various other environmental documents
• Act as a liaison to facilitate relationships between private clients and local/state/federal agencies

 Required Qualifications

• Knowledge of and extensive professional experience working with federal, state, and local environmental regulations including but not limited to NEPA, CWA, Clean Air Act (CAA), ESA, National Historic Preservation Act (NHPA)
• Ability to assess environmental quality and potential impacts to natural resources
• Demonstrated direct previous NEPA compliance document authorship
• Experience in environmental compliance, federally-listed species surveys, and sensitive resource issues
• Detail oriented with strong logistical coordination capability
• Excellent communication, organizational, and time management skills
• Exceptional technical writing skills and a record of completing technical reports in a timely fashion
• Demonstrated ability to work as part of a team
• Experience in writing concise regulatory analyses
• Experience with natural resources and CWA permitting for construction projects
• Ability to thrive and produce new work in an autonomous work environment
